CONDITIONS OF PLAY The carnival will be:- (a) Played on the greens of the three participating clubs, Club Kawana, Pelican Waters Bowls Club and Caloundra Bowls Club (hereinafter refereed to as club(s) or venue(s)); and (b) Shall be conducted by a committee comprising representatives from each of these clubs (hereinafter referred to as the Committee). The draw for all events: (a) Will be available from the clubs not later than 2 days prior to the carnival's commencement; (b) Will be posted on Caloundra Carnival's website or at participating clubs; and (c) The committee reserves the right to fill last minute vacancies after the official closing date for the carnival. Presentations will be held as soon as possible after the conclusion of each event. Where an event is played across 2 or more clubs, separate presentations will be held at each club. Refer also to Condition 8 regarding lucky team draws. All matches will be played in accordance the Current Edition of the Laws of Bowls (2010) and any subsequent amendments thereto, Bowls Australia Domestic Regulations and Carnival Conditions of Play herein. The Controlling Body for all events shall be the Caloundra City Bowls Carnival Committee. It is empowered to interpret and/or vary Conditions of Play to settle disputes and to cope with any unforseen disputes that may arise. Its decision in such cases shall be final and not subject to appeal. A representative of the Controlling Body shall be in attendance at each club whilst an event is being played. The following specific conditions shall apply:- (a) Trial ends are not permitted. (b) Dead ends do not count and must be replayed. (c) At the finishing bell an end where the jack has been rolled may be completed. If the end becomes dead after the finishing bell, the end is dead and shall not be replayed. (d) Practice, by a team in receipt of a bye or forfeit in the first round of any event, may be authorised by the Controlling Body's representative in the first round time of play (subject to rink availability). (e) Play should not start prior to the starting bell. (f) If a game is being interrupted by weather or other valid reason, it shall be deemed completed if at least one team at each club has completed 8 ends except for 2 bowls triples it will be 11 ends. Where this requirement is not met, the Controlling Body shall rule whether or not the game is counted or if a change of schedule should be made to enable the game to be completed. (g) Players' attire must consist of appropriate footwear and clothing that is "whites" or coloured attire that is the approved clothing of a Club, District, State or National bowls authority. (h) Bowls must conform to the laws of bowls. (i) Mobile telephones must be switched off during play, both on the greens and the banks. (j) Queensland smoking laws, which permit smoking only in approved smoking areas, must be observed at all times at each club. (k) Total prize money for each event shall be as advertised unless insufficient entries are received. The breakdown of prize money for each event will be advertised after the closing date for entries. A maximum of one prize per event will be awarded to each team. (l) Method of scoring for all events shall be on the basis of 5 points for a win, 2 points for a draw and 0 (zero) points for a loss. Should, due to unforseen circumstances, a team receive a bye or forfeit in any round, the team will receive win points (5) plus the average win margin in that round at the venue at which the match was set down to be played. (m) Winners will be determined, apart from lucky team draw winners, on the basis of the most points as in (l) above. Should two or more teams finish with equal points, the winner will be the team with the highest aggregate shots margin. (Should a tie still exist, the tie will remain and prize-money will be shared equally). Run-down prizes, such as second, third, etc., shall be determined on the same basis as (l) above. Please refer to Condition 8 regarding lucky team draws. (n) Commencement time of play for each event shall be 8.45am. Each day will comprise 4 games of 1hr 40mins. Game time will be 8.45am – 10.25am, 10.45am -12.25pm, 1.10pm – 2.50pm and 3.10pm – 4.50pm. Games will be 12 ends or the bell except for 2 bowl triples which will be 16 ends or the bell. (o) The draw for venues will be completed by the committee but at each venue daily there will be an open draw of cards by skips. (p) Where one day events involve more than one venue, prizes will be calculated from overall results from all venues except for venue prizes and lucky draws. (q) For Two Day Events, day one results will be used to rank teams into 3 sections using a descending order of results. Only day two results will be used to determine the prize run-down for each section at the end off day two. However, provision in the Prize Pool will be made to award a prize to any 4 game winner on day one who does not win a prize in the day two run-down. If this pool is not fully used, it will be used as Lucky Draws in day two. Composition of teams shall be:- (a) Mixed Pairs teams shall be comprised of one male and one female. (b) Mixed Fours teams shall be comprised of two males and two females. (c) Open Pairs teams may be comprised of one male and one female; two males; or two females. Where there are lucky team draw(s) to be awarded for any event:- (a) The draw(s) will be conducted in conjunction with the event's presentations; (b) Winners of other prizes for the event are ineligible to win lucky teams draws. (c) All members of the team drawn must be present to be eligible to win the prize; or (d) The draw will continue until a team meeting the conditions set down in 8(b) and (c) is drawn. Refunds of entry fees will not be made after the official carnival closing date excepting under special circumstances as approved by the committee. Where an event is cancelled and not re-scheduled, refunds can be claimed from Caloundra Bowls Club. LUNCHES Lunches may be purchased from each of the participating clubs. Should you require lunch we ask that you order and pay for your meal prior to the commencement of the first game. SMOKING LAWS Queensland has a law banning smoking anywhere indoors on licensed premises. It is also illegal to smoke outdoors except in "Designated Outdoor Smoking Areas" (DOSAs). Each of the participating clubs has DOSAs for the convenience of smokers. In these areas you may drink and smoke but you can not consume food. If you are in doubt about our smoking arrangements please ask one of our staff as heavy spot fines apply. SAFETY OF PATRONS In the interest of the safety of bowlers and other club patrons we ask that you do not leave your bowls and equipment in the main clubhouse area or in any pathways in and around the building. SIGNING IN VISITORS BOWLERS PLEASE NOTE: You are not required to sign the Visitors Register on any day you are playing bowls at one of the participating clubs. However, should you attend any of the clubs for social purposes you WILL have to sign in.
